How often do small business applicants get funded?
The figures come from the Federal Reserve Banks' 2026 Report on Employer Firms, which covers the 2025 survey, and the 2025 report, which covers the 2024 survey. The survey covers employer firms and asks about their prior 12 months.

| Measure | 2024 survey | 2025 survey |
|---|---|---|
| Firms that applied for any financing in the prior 12 months | 59% | 60% |
| Firms that applied for a loan, line of credit or merchant cash advance | 37% | 38% |
| Applicants that received all the financing sought | 41% | 42% |
| Applicants that received some or most | 36% | 36% |
| Applicants that received none | 24% | 22% |
| Firms with no outstanding debt | 29% | 31% |
| Small bank applicants fully approved | 54% | 57% |
Where do applicants go, and how does it compare?
The 2026 report says the share of applicants seeking financing at online lenders rose from 17 percent in the 2020 survey to 29 percent in the 2025 survey. Applicants at small banks were more likely to be fully approved (57 percent) than applicants elsewhere. Of firms with debt, 59 percent used a personal guarantee to secure it and 51 percent used business assets, so read personal guarantees on a business line early.
The 2025 report says firms denied all or some financing were more likely in 2024 than in 2021 to be told they already had too much debt (41 percent against 22 percent). These results cover all financing types, so they work neither as approval rates for lines of credit nor as a forecast for one business.
